EMYOOGA TRANSFORMS THE APAC MUNICIPAL TAILORS SACCO

Emyooga has helped transform the Apac Municipal Tailors SACCO from a small, informal group of struggling artisans into an organized hub of skilled, better-equipped, and more financially secure entrepreneurs.

Situated in the heart of Apac Municipality, a quiet economic transformation is unfolding among a once-struggling group of men and women armed with needles, thread, and ambition. The Apac Municipal Tailors SACCO, one of the beneficiaries of the government's Emyooga wealth-creation initiative, has emerged as a shining example of how targeted financial empowerment can uplift communities, strengthen livelihoods, and restore dignity to grassroots enterprises.

Launched to support specialized enterprise groups, Emyooga provided the tailors with seed capital totaling to 70,000,000 shillings that became a turning point for the SACCO that houses seven tailors' associations (Odokomac, Awir Ward, Acekene Bugolobi, Industrial Ward, Temogo Ward, Can-mito Yele, and Aminteng Ward tailor associations). Before the intervention, many members relied on outdated sewing machines, irregular customer orders, and limited working capital. Today, the story is different. The SACCO has grown into a vibrant economic hub where members not only save and borrow but also innovate and expand their businesses.

According to Ms. Mary Ejang (Mama Designer), the SACCO Chairperson, one of the most notable impacts of Emyooga on her members has been the availability of low-interest loans to SACCO members. Through disciplined saving and proper loan management, tailors have been able to acquire modern sewing machines, electric overlocks, embroidery equipment, and essential materials such as fabrics and threads. This access to capital has boosted productivity and improved the quality of the members’ products.

She noted that some members who previously worked from home have opened small shops within Apac Town, creating new employment opportunities for young people, especially girls seeking vocational skills.

Improved Household Income and Welfare

For many families, Ms. Ejang says, tailoring is no longer just a survival activity; it has become a reliable livelihood. Members report increased daily income, enabling them to meet essential household needs such as school fees, medical care, and expansion in agriculture, leading to better nutrition for their children. The SACCO has also strengthened a culture of saving, ensuring that members are financially secure even during economic downturns.

The unity built through the SACCO has given tailors a collective socio-economic transformation journey and bargaining voice. They purchased tents and chairs from the loan recoveries, where they supply tents and chairs to schools, churches, and community organization gatherings, supply uniforms to schools and churches, and offer decoration services using fabrics made by her committed SACCO members. This has expanded their customer base and increased revenue mobilization for the group.

Ms. Mary acknowledged the use of part of the Emyooga seed capital and SACCO savings to purchase more machines and training essentials that will remain for the group, and members have already started investing in the joint training program from the house rented near the office. This initiative is aimed at improving their skills and business management practices. These include lessons in modern fashion design, record keeping, customer relations, and marketing. This targets both members and their children before it’s expanded out to the neighboring families. Equipped with new knowledge and better equipment, the tailors are producing trendy designs that compete favorably with those from larger urban markets.

The group has rented a bigger working area to give more space for training, and in the future, they plan to purchase the land where they will put their own structure.

Strengthened Governance and Transparency

The Chairperson says Apac Municipal Tailors SACCO has embraced transparency and proper financial management, which has increased member confidence. They have encouraged regular meetings, open financial reporting, and member-led audits, which have built trust and accountability. This strengthened governance has enabled the SACCO to attract new members and increase savings, making it more sustainable.

A model for Community Development

The success of the Emyooga program within the Apac Municipal Tailors SACCO is a testament to what can be achieved when government initiatives meet community commitment. Tailors who once struggled to buy materials can now run stable businesses, employ others, and contribute to the local economy.

As Apac Municipality continues to grow, the Tailors SACCO stands out as a model of resilience, empowerment, and grassroots economic transformation. It demonstrates that with the right support and strong group cohesion, small enterprises can thrive and become significant contributors to Uganda’s development agenda.

Challenges and the way forward

Despite these gains, the wider Emyooga portfolio in Apac still grapples with loan defaults, especially where political interference and poor discipline crept into some SACCOs. For Apac Municipal Tailors SACCO to keep its positive story, members and leaders must protect the culture of regular meetings, strict loan recovery, and transparency that distinguishes performing SACCOs in the District. With continued training, responsible borrowing, and possible top-up funding similar to that of high-performing tailor SACCOs elsewhere, the Apac Tailors can stitch together an even stronger fabric of local jobs, pride, and prosperity.
