The Multi-Million Piped Water Supply System Construction Project at Apac Seed Secondary School Will Address the Persistent Issues of Inadequate Safe Water Coverage in Apac District

In a transformative step toward improving learning conditions and strengthening service delivery in the education sector, Apac Seed Secondary School is set to benefit from a multi-million piped water supply system currently under construction within the school premises. The project, valued at over 220 million Ugandan Shillings for the 2024/2025 financial year, forms part of a wider District package that includes borehole construction and rehabilitation, as well as institutional water schemes aimed at increasing safe water coverage and improving the lives of residents in Apac.
A lifeline for a growing school
Located in the outskirts of Apac Municipality, Apac Seed Secondary School has struggled with limited access to safe and clean water since its establishment. Students and staff often share two borehole points with the community, a challenge that affects sanitation, meal preparation, and general school operations.
With over 1000 students and an expanding teaching staff, the water demand has consistently outpaced supply. The construction of the new piped water system is therefore expected to directly address these constraints and improve the learning environment.
Project scope and features
The project involves the installation of a gravity-fed piped water system, complete with:
· A drilled and motorized high-yield borehole
· Elevated steel water tank with a large storage capacity
· Internal distribution lines supplying dormitories, kitchens, staff quarters, and the community.
· Tap stands strategically located around the school
· A secured pump house and control room
· Drainage channels for safe wastewater management
Since the contractor’s commencement of works, the progress so far reflects high-quality installations aligning with the Ministry of Water and Environment standards.
Progress and Community Confidence
According to Mr. Okwir Patrick, the District Water Officer, the construction works for the Piped Water Supply System at Apac Seed Secondary School have been fully completed and are functional. The system components, including the reservoir tank, transmission and distribution lines, stand posts, and pump station, were executed to satisfactory technical standards. The facility is now ready for commissioning and handover to the school management and the user community.
School administration, led by the Head Teacher, Mr. James Akeba, expressed confidence that the project will significantly transform daily operations. Teachers note that the reliable water supply will boost sanitation, reduce time wasted in water collection, and promote better hygiene among students, especially girls.
A boost to academic and co-curricular activities
With the introduction of a steady water supply, the school’s science laboratories will be able to operate more efficiently, supporting practical lessons in chemistry and biology. Agricultural projects, including school gardens and poultry units, will also benefit from easier irrigation and cleaning.
Students previously affected by water shortages during peak dry seasons will now enjoy improved sanitation, timely meals, and a healthier environment for both study and rest.
A model for rural education infrastructure
The water supply system at Apac Seed Secondary School stands as an example of government commitment to improving rural educational facilities. Beyond academics, the project is expected to reduce water-related diseases, enhance hygiene practices, and reinforce the school’s competitiveness among government-aided institutions in the region.
Community benefits and sustainability
Beyond the school gate, the institutional piped water scheme will commonly serve neighboring households through communal stand posts, extending the impact of the investment to nearby villages. District and school authorities are expected to put in place a local management arrangement, often involving a water user committee and modest user fees to fund routine operation and maintenance and keep the system functional over the long term.
The construction of the piped water supply system at Apac Seed Secondary School is a transformative public health and development investment expected to benefit the Apac District through enhanced safe water access, improved community well-being, and sustained socio-economic growth.
