Driving Local Prosperity: Inside the PRUDEV II Routine Coaching & Monitoring Visit to Apac District

In a determined effort to strengthen local economic growth and build resilient community-driven development systems, the Ministry of Local Government (MoLG) conducted a routine coaching and monitoring visit to Apac District Local Government under the Project for Restoration of the Urban and District Economic Vibrancy (PRUDEV II). The visit focused on supporting the Local Economic Development (LED) structures, particularly the District Investment Committee, as they advance transformative economic initiatives across the District.
Upon arrival, Mr. Lawrence Ssengendo, the technical team leader from MoLG, engaged the district leaders, the LED focal person, and members of the investment committee in a comprehensive review of the district's ongoing LED activities. The session provided a platform for assessing progress, identifying implementation gaps, and equipping local teams with practical tools to strengthen economic empowerment at community and enterprise levels.
Ssengendo emphasized that the essence of PRUDEV II is “to unlock the District’s economic potential through coordinated investment efforts, innovation, and sustainable value chain development.”
Key Highlights from the visit
1. Strengthening Institutional Capacity
The coaching sessions focused on improving the district's ability to plan, coordinate, and monitor LED interventions. Committee members were taken through:
· Investment profiling and prioritization
· Resource mobilization strategies
· Private sector engagement
· Value-chain development across agriculture, trade, and small-scale industries
The Ministry noted that LED success depends on strong institutional capacity rooted in data-driven decision-making and synergy between public and private actors.
2. Monitoring Ongoing LED Initiatives
The MoLG team toured select LED enterprises and community groups benefiting from PRUDEV II support. These included agro-processing initiatives, youth-led innovations, and women's economic empowerment groups. The visit provided firsthand insight into:
· Productivity levels and growth constraints
· Market readiness and quality standards
· Uptake of financial literacy and business development services
The team applauded the district's commitment to supporting enterprises that not only create income but also stimulate local job creation.
3. Fostering Private Sector Participation
Recognizing the critical role of local businesses, the coaches held interactive sessions with local entrepreneurs and cooperatives. Discussions centered on improving the business environment and enhancing partnerships between the District and private investors.
The ministry called for stronger incentives to attract investors and proposed collaboration platforms where business actors can contribute to district development planning.

District leaders expressed appreciation for the hands-on technical guidance, noting that the coaching has simplified the LED process and increased clarity on investment opportunities.
“PRUDEV II has come at the right time. Our district has enormous economic potential, but we needed structured support to translate it into bankable ventures,” she remarked.
The Ministry’s delegation reaffirmed the government's commitment to ensuring that the Apac District becomes a model of integrated LED development in Northern Uganda.
